THE HARMONIZATION OF THE FORMAT AND STRUCTURE OF MARITIME
SERVICE PORTFOLIOS
The paper presents the preliminary draft of the guidance on the defi nition and harmonization of the
format and structure of maritime services within the Maritime Service Portfolio (MSP), as a result of
the fi rst meeting of the IMO/IHO HGDM (International Maritime Organization – International Hydro-
graphic Organization Harmonization Group on Data Modelling), held in October 2017. The Author
presents among others: the revised defi nition of MSP which is more concise and believed to capture the
purpose and scope of MSPs better than the existing defi nition, the HGDM’s proposal to establish three
levels of control and ownership, the view of the Group, of which he is a member, on the need to harmo-
nize data element IDs for marine services as a key enabler to ensure inter-operability between services
and the proposal to establish a maritime registry, listing all maritime relevant data element IDs, for use in
the provision of maritime services, with the IMO as possible host for such registry. The Author presents
also the latest development at IHO in respect of issues related to MSPs, primarily on the IHO S-100
framework which provided the capacity for multiple product specifi cations.

USŁUG MORSKICH (MSP)
W artykule przedstawiono wstępny projekt wytycznych dotyczących defi nicji oraz harmonizacji for-
matu i struktury usług morskich w ramach portfolio usług morskich (MSP) będący rezultatem pierwszego
posiedzenia IMO/IHO HGDM, wspólnej grupy roboczej Międzynarodowej Organizacji Morskiej (IMO)
oraz Międzynarodowej Organizacji Hydrografi cznej (IHO), które odbyło się w październiku 2017 r. Au-
tor przedstawia między innymi: zmienioną defi nicję MSP, która jest bardziej zwięzła i lepiej oddaje cel
i zakres MSP w porównaniu z istniejącą defi nicją, propozycję HGDM dotyczącą ustanowienia trzech
poziomów kontroli i własności, stanowisko Grupy dotyczące zharmonizowania identyfi katorów ID
dla usług morskich jako kluczowego czynnika zapewniającego interoperacyjność pomiędzy usługami,
a także propozycję utworzenia rejestru morskiego do wykorzystania podczas świadczenia usług morskich,
ze wskazaniem IMO jako gospodarza takiego rejestru. Autor przedstawia również najnowsze osiągnięcia
IHO w zakresie zagadnień związanych z MSP, przede wszystkim w ramach IHO S-100.
